Job Description

T-Rex is seeking a Senior Project Manager to manage and support acquisition and strategy initiatives within the Federal Electronic Health Record Modernization (FEHRM) Chief of Staff (COS) office. The Senior PM will work closely with FEHRM government leaders, administrative and support staff, senior T-Rex project managers and FEHRM subject matter experts (SMEs) to initiate, plan and collaborate on FEHRM acquisition processes and strategic planning. The Senior PM will also identify the operational processes and procedures the FEHRM requires to fulfill its mission, respond to government agency audits, and establish itself as the single operator of the federal Electronic Health Record (EHR).

The FEHRM office works within the federal space to implement a single, common federal EHR that enhances patient care and provider effectiveness. The EHR is software used to securely document, store, retrieve, share, and analyze information about individual patient care. It enables a digital version of a patient’s health record. A complete and accurate health record in a single common system is crucial to providing high-quality care and maintaining patient safety. The FEHRM unites efforts and delivers common capabilities that enable the Department of Defense (DOD), Department of Veterans Affairs (VA), Department of Homeland Security’s U.S. Coast Guard (USCG), Department of Commerce’s National Oceanic Atmospheric Administration (NOAA) and other federal agencies to deploy the federal EHR.

Responsibilities:

  • Define, develop and implement strategic processes and plans that codify FEHRM operations and align with mission objectives
  • Define, develop and implement acquisition processes and plans, as needed, that align with the FEHRM’s acquisition strategy
  • Prepare for and facilitate key meetings to initiate and inform stakeholders, including senior leadership, on A&S activities and plans, including updates, successes and challenges
  • Through collaborative discovery, communicate effectively and efficiently with the FEHRM COS team and other FEHRM Workstreams to identify process gaps, procedural challenges and opportunities for improvement
  • Track and report on progress, activities, risks and blockers, etc., providing input to reports and meetings with senior stakeholders
  • Create and present project status, issues or decision briefs to senior program leadership, either through ad-hoc or existing meetings
  • Support special and strategic assignments, as directed
  • Understand government acquisition and contracting policies and procedures to provide counsel and guidance to COS staff, as necessary
  • Understand strategic planning methods and practices to apply to both short- and long-term objectives, including effective change management to enhance adoption
  • Be accountable for the successful development, implementation, adoption, and ongoing support of strategic plans of behalf of the FEHRM COS including the development of supporting materials, project plans, and stakeholder communications
  • Demonstrate key leadership behaviors

Requirements:

  • 10+ years of professional experience as a project manager, preferably in a government setting
  • Experience with government acquisition policies and procedures
  • Experience with process mapping and continuous process improvement events
  • Experience developing strategic plans, communicating their vision and implementing them across a complex organization
  • Experience providing subject matter expertise and support to project teams in a lead role
  • Ability to work independently as well as part of a larger team
  • Strong written and verbal communication skills, including presentations to senior/executive leaders
  • Ability to travel at least quarterly to FEHRM headquarters in Rosslyn, VA

Desired Skills:

  • Bachelor’s degree in Business/Public Administration, Communications, or similar discipline
  • Project Management Professional (PMP®) certification
  • Experience developing or delivering presentations or reports to senior executives, both in-person and virtually
  • Experience in the health IT industry
  • Experience at the Defense Health Agency

In compliance with pay transparency guidelines, the annual base salary range for this position is $140,000 - $163,000. Please note that the salary information is a general guideline only. T-Rex considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/training, key skills, internal peer equity, as well as market and business considerations when extending an offer.
